The end of the dry season in Madagascar is not a good sign for our protected areas, as it heralds an increase in fires. The managers of protected areas must be creative every year to prevent and control fires. In Beanka, BCM, the manager has been experimenting since 2017, the method of green firebreaks. Direction to the west of Madagascar, in the province of Mahajanga, Melaky region.   The Beanka protected area is regularly victim of the propagation of wild fires provoked in large part by the dahalo(large-scale crime) to hide their tracks and that of the zebus and delay their pursuers. These fires, spreading in the protected area, threaten the cover of the semi-deciduous dense rainforest, the dense dry forest, and low thicket. FAR for the national validation of the PAG and the ESMP for the Bombetoka protected area

FAPBM has signed a financing agreement under the Strengthening Support Fund (FAR) with DELC in favour of the Bombetoka protected area (Western Madagascar, Boeny Region). With an amount of MGA 9,412,470, it concerns the organization of the national validation of the PAG (Development and Management Plan) and the ESMP (Environmental and Social Management Plan) of the protected area.   As the Bombetoka PA will be a future beneficiary of the FAPBM’s annual grants from 2023, this national validation is one of the FAPBM’s requirements for the effectiveness of its funding. Since the manager’s resources are insufficient to carry out the activity, the FAPBM’s funds will fill the gap. The activity is crucial and relevant because it will improve the quality of the documents and bring them into line with the requirements of the MEDD and the partners. FAR for the management of the occupants of the buffer zone of the “Bongolava Forest Corridor”

The Fikambanana Bongolava Maitso Association (FBM), manager of the New Protected Area “Bongolava Forest Corridor” (Western Madagascar, Bongolava Region) has received financial support from FAPBM. Within the framework of the Strengthening Support Fund (FAR), this support concerned the updating of the specifications for the use of the buffer zone, for an amount of MGA 18,769,000.   Since July 2020, the extension of some cultivated land towards the forest has been noted, thus implying new clearings. The causes of the extension are multiple, but the most relevant are the degradation of the soils of the old cultivation fields and the arrival of newcomers and migrants from southern Madagascar. As a result, the extension of land into adjacent forest fragments has increased and the loss of forest cover has become more significant. Mission of the Executive Management in Maromizaha

Alain Liva Raharijaona, Executive Director of FAPBM carried out a mission in the protected area of Maromizaha (East of Madagascar) on 11-12 August 2022. He met with the communities to discuss conservation and development activities.   The population living near the Maromizaha PA is around 2 700 persons. FAPBM supports the beekeeping and agriculture sectors, set up in consultation with the communities. This support concerns the training of the members of the associations and VOI (local communities) for the supervision and the conduct of activities; training and provision of materials and equipment (beehives, extractors, …) for recent members. The finished products are sold on the markets of Moramanga and Antananarivo. Within the framework of the GEF6-AMP Project “Extension and Consolidation of the Marine Protected Areas of Madagascar”, the Ministry of Environment and Sustainable Development (MEDD) and its partners (WWF and FAPBM) launched a call for projects, addressed to existing marine protected areas and locally managed marine areas. Initially, prospective grantee were asked to write a concept note for their proposed project. The grants are worth 40,000 USD to 60,000 USD per project, for a duration of 36 months. Launched on July 8, 2022, the submission of concept notes was closed on August 8, 2022. The grant themes are : Increase and diversification of sustainable income sources; Improving community resilience; Improving management efficiency through essential infrastructure and equipment, as well as the development and deployment of management tools suitably adapted to local conditions. Internal control mission: Ambatovaky and Zahamena

FAPBM, through Lova Rakotonirina, Assistant in Internal Control, conducted missions from 16 to 21 August 2022 in the protected areas of Ambatovaky and Zahamena (East of Madagascar), both managed by Madagascar National Parks. His mission had for double objective to follow-up the effectiveness of the funds granted on the site and to reinforce the management units. At first, it was a matter of making sure of the conformity of the use of the funds related to the terms of the financing agreement. For the MNP sites, FAPBM only covers salaries. Through a series of 11 podcasts, FAPBM wanted to give a voice to the communities living along the protected areas to share their daily lives and the challenges they face in defending our protected areas. From Analalava to Oronjia, listeners are invited to discover the life stories of farmers, fishermen or craftsmen punctuated by the state of health of the forests. They are called upon to give voice to this biodiversity that should be preserved, restored and financed.   Madagascar is rich in biodiversity. 3% of the world’s biodiversity finds refuge in the Great Island. The Madagascar Protected Areas System was created to preserve this biodiversity. If this unique wealth is rather well documented, the benefits rendered by this biodiversity and the protected areas are scarcely communicated. APAC, an advocacy space for sustainable funding of protected areas

FAPBM was present at the first African Protected Areas Congress, APAC which took place in Kigali (Rwanda) on 18-22 July 2022. Invited to take part in several discussions, the Executive Director repeatedly highlighted the urgency of increasing funding for countries with some of the most exceptional, yet threatened, biodiversity. He put forward sustainable funding through conservation trust funds (CTFs) and the mobilization of the private sector as priority avenues. International Day for the Conservation of the Mangrove Ecosystem celebrated in Nosy-Be

FAPBM participated in the celebration of the International Day for the Conservation of the Mangrove Ecosystem celebrated which took place from 24 to 26 July 2022 in Nosy-Be (Northern Madagascar). Lead by the theme “Let’s act together for the integrated and sustainable management of mangroves”, the 3 days of celebration were marked by restoration actions, a carnival, exhibition stands, and conferences. Through Serge Ratsirahonana, Monitoring and Evaluation Manager, FAPBM presented the mechanisms of punctual funding available to support research (Support Fund for Strengthening-FAR) or to cope with threats (Emergency Fund). “ FAPBM co-funds activities in the PAs and aims to assess the results and impacts of these funds on the state of mangrove conservation. FAPBM encourages PA managers to put in place a more effective monitoring system for mangroves including an early alerting system for threats.“ In 2021, more than 43,000 ha of mangroves were preserved in the protected areas …

The 2021 Annual report of FAPBM is out and can be downloaded here. It tracks the impacts of funding on the 3 core areas of intervention which are: (i) the conservation of biodiversity and ecosystem services (water, energy, wood, pollination, etc.), (ii) the development of communities and (iii) the strengthening of protected area managers. After a significant drop in the indicators in 2020 linked to the health crisis, 2021 witnessed a resumption of the increase in the indicators for the 3 components. BIODIVERSITY: declining threats after a difficult 2020   The number of fires in protected areas funded by FAPBM has decreased by 45%. Fire remain the primary cause of deforestation. This drastic decrease in the number of fire points reflected the decrease in the level of threats. Evaluation of CTFs supported by AFD and FFEM

Management and fundraising performance, support to an extended Protected Areas (PAs) list and performance monitoring of a PA network, and an independent national Conservation Trust Fund (CTF) working with a National Agency count as the three key strengths of FAPBM according to the results of a cross-cutting evaluation conducted by the French Development Agency (AFD) and the French Facility for Global Environment (FFEM). The conclusions of the survey were officially presented on June 21 throughout a webinar, during which FAPBM shared its experience.   The evaluation presents a comparative analysis of eight CTFs in Africa, the Mediterranean and Central America, which together received 19 grants from AFD and the FFEM over the 2005-2019 period. The comparison criteria are based on: (i) the quality of the CTFs’ governance and management; (ii) the quality of the CTFs’ financial investments on the financial markets; and (iii) the CTFs’ impact on biodiversity conservation and …
