Each year, a funding agreement is entered into between site managers and FAPBM to support the annual work plan activities for each protected area. FAPBM aims at measuring the impacts of its funding, not only on protected areas and biodiversity conservation, on local populations, but also on the management quality of the managers.

The KPI has been thus set up by FAPBM to monitor the site managers’ performance concerning the different components of the annual financing agreements. These aspects cover administration, finance, technique, internal and external audits, the protected areas management effectiveness, etc. The KPI (Key Performance Indicator) includes key indicators related to each components.
In 2024, the METT scores of protected area managers stabilised at 73.18% for MNP and 76% for NAPs. This stabilisation was made possible by effective pressure management, particularly in firefighting. Since 2023, the FAPBM has actively supported MNP in implementing its fire prevention and control strategy.


Capacity building sessions and mentoring missions are annually planned to strenghen management quality.
In summary, FAPBM funding has enabled capacity building of protected areas managers. FAPBM plans to go further with the integration of the gender approach, social and environmental safeguards and the code of ethics, as well as the implementation of a claims management mechanism.
